From Commissioner for Foreign Affairs

To His Majesty's Consul-General, Canton.

March 19th, 1928.

Sir,

I have the honour to inform you that having sub -- mitted provisional denationalisation regulations to the Canton Branch Political Council, I received the following reply:

"In your communication you state that it is the frequent practice of Chinese born or naturalised abroad to take advantage of a dual nationality for illicit private purposes, and you submitted provisional regu- lations for the issue of denationalisation certificates in order that proper distinctions could be observed and abuses prevented, thus abroiding diplomatic complications. The 86th meeting of this Branch Political Council passed the regulations as amended and now forward them to you for necessary action".

I accordingly have the honour to transmit to you a copy of these regulations which have also been communi-

cated to the Commissioners for Foreign Affairs at Ch'ao Chow, Mei Hsien, Kiungchow, dienohow and Leichow.

(Signed) Chu Chao-hsin

Kwantung Commissioner for Foreign Affairs.
